The reason behind the cargo ship’s crash into the Baltimore bridge was unclear, occurring well before the morning rush hour. An official referred to it as a “developing mass casualty event” near Washington. Only two individuals were rescued initially, leaving uncertainty about the number of potential victims within the harbor’s waters.

Fire Chief James Wallace mentioned the possibility of searching for up to seven individuals, though this figure remained subject to change. The total number of individuals involved, including those rescued, remained unclear.
