The reason behind the cargo ship’s crash into the Baltimore bridge was unclear, occurring well before the morning rush hour. An official referred to it as a “developing mass casualty event” near Washington. Only two individuals were rescued initially, leaving uncertainty about the number of potential victims within the harbor’s waters.
